I found out that Ning...the hosting network that hosts this network has a limit of 50 outstanding friend requests across all their networks accumulative and since I'm a member of several networks hosted by Ning it was a combination of all of them. I logged into the Ning site and withdrew all my standing friend requests and will start over.
